Germany passes energy efficiency bill

Recently, the German Federal Parliament passed an energy efficiency bill. The bill requires Germany's public and private sectors to improve energy efficiency and sets a goal of reducing domestic final energy consumption by 26.5% compared to 2008 by 2030. This measure is part of the plan to achieve net zero emissions by 2045 and aims to further reduce the import of fossil fuels.

The bill was proposed by German Vice Chancellor and Minister of Economy and Climate Protection, Habermann. The final energy consumption target previously set by the German government was to reduce it by 24% by 2030 compared to 2008, but this time it has been raised to 26.5%. Based on this, Germany's energy consumption is expected to be 1867 terawatt hours by 2030, a decrease of approximately 500 terawatt hours from current levels.

The plan also urges the establishment of non legally binding targets, namely a 39% reduction in energy consumption by 2040 compared to 2008 and a 45% reduction by 2045.

In order to achieve the above goals, companies with an annual energy consumption exceeding 7.5 gigawatt hours will be required to establish energy and environmental management systems. Enterprises with an annual energy consumption exceeding 2.5 gigawatts should also develop energy efficiency plans. The specific energy-saving measures to be taken are up to each enterprise to decide. On the other hand, for continuously building data centers, in addition to requiring them to utilize waste heat in the future, large-scale data centers are also required to publicly disclose their utilization of renewable energy and energy consumption.

Germany's energy consumption in 2022 has dropped to the lowest level since 1990, but has not achieved the goal of reducing it by 20% compared to 2008.
